HOUSE COMMITTEE ON OVERSIGHT AND ACCOUNTABILITY INVESTIGATION SUMMARY November 2025 FINDINGS: 1. The 2008 Non-Prosecution Agreement violated victims' rights under the Crime Victims' Rights Act. 2.
