The "music pavilion" permit is wild. That structure doesn't look like any music venue I've ever seen.
Can confirm the tunnel permit exists. Document number DPNR-2007-00234. It's listed as "underground utility conduit" with dimensions that seem excessive for just utilities.
How do you even access USVI property records? Is there an online database?
USVI Recorder of Deeds has some records online but it's incomplete. For full records you need to request them directly from the Lt. Governor's office. I've been doing this for months.
The USVI government has also filed suits against the estate. Those filings contain additional property details.
