What exactly is the Crime Victims' Rights Act and why does it matter here?

Keep seeing CVRA mentioned in relation to the 2008 plea deal. Can someone break this down? From what I understand, victims were supposed to be told about the plea deal but weren't? How is that even legal?

Short version: it wasn't legal. A federal judge ruled in 2019 that prosecutors violated the law. But by then the damage was done.
