A proffer is essentially an agreement where someone provides information to prosecutors in exchange for limited immunity. It's often called "Queen for a Day" in legal circles. In this context, it means the witness agreed to tell prosecutors what they knew, with the understanding that their statements couldn't be directly used against them (with some exceptions). These proffer sessions are how prosecutors build cases against bigger targets.
The immunity grants in the 2008 NPA were unusually broad. They covered not just JE but named and unnamed "co-conspirators." That's part of why it was so controversial.
