Passenger manifest discrepancies - names that appear on logs but not manifests

I've been cross-referencing the flight logs with passenger manifests and found some interesting gaps. There are 23 flights where the log shows passengers but no manifest was included in the FOIA release. These are primarily from 2001-2003. Missing manifests: - March 15, 2001: TEB → TIST (4 passengers listed) - April 22, 2001: PBI → TEB (6 passengers) - July 8, 2002: SAF → TEB (3 passengers) - [Full list in comments] Could be incomplete FOIA response, could be the manifests never existed. Anyone know how to file a follow-up FOIA request specifically for these dates?

The 2001-2003 gap is suspicious. That's peak activity period based on other data.

Could also be that manifests weren't consistently kept during that period. FAA requirements for private aircraft passenger manifests weren't as strict pre-9/11.

You can file a FOIA follow-up request directly with the DOJ. Use form DOJ-361 and reference the original request number. Include specific date ranges and explain why you believe additional responsive documents exist.

I've filed 3 follow-up requests on manifest gaps. Average response time has been 14 months. Still waiting on two of them.
